When the dust settled on the Battle of Hogwarts, the 2nd of May 1998, Tom Riddle was dead, along with many others, including his trusted lieutenant Bellatrix Lestrange. However, though it was a day of celebration and restored hope for all, it was only the beginning. Though Harry had, perhaps, "had enough trouble for a lifetime", trouble wasn't done with him. The remaining Death Eaters with presence of mind (or sheer, insane determination) had scattered, and the Ministry was still ensnared in the grasp of ancient tradition and Death Eater prejudice. The Order, it seemed, had a lot of work to do.
There were no more large battles - the Order was now fighting a long, pitched siege. Reclaiming Grimmauld place, they set up new enchantments for protection, and soon started to push back. Kingsley Shacklebolt, with the support of many others, managed to oust Pius Thicknesse from the Ministry and garner some sort of control, at least what he could wrest from the traditional Wizengamot and those who were still secretly loyal to Riddle's cause. Between the two, they managed to restore the affairs of Wizarding Britain to a semblance of normalcy, enough that Hogwarts could reopen in the fall, shaken but still standing.
While the Golden Trio did not return, many students returned to finish their tenure at Hogwarts. Though there were still Death Eater attacks on occasion and certainly many skirmishes, things settled into a kind of normalcy, or as normal as they were going to get. This continued for the next 5 years, with the Order trying to tidy up the mess as best the could with the limited help the Ministry provided. The Death Eaters were no longer large in number, but the remaining were survivors, who had teamed up with creatures such as werewolves, hags and vampires (briefly overlooking blood status in favour of having lackeys, and continuing to escape the law) to mount their resistance.
However, in January of 2003, the Wizengamot declared that they were bound by law to 'elect' a new Minister for Magic, and Kingsley was forcefully ousted from his position. After much deliberation behind closed doors, the Wizengamot elected a new Minister: Margaret Bennet. On the face of it, their intentions seemed good. They vowed to help stop the remaining Death Eaters and their allies and make the country a safer place for all. However, their intentions are not so pure...
